PROFESSIONAL FAST DRAW FEDERATION RULES (Draft)
A. NAME AND PURPOSE:
The organization shall be called Professional Fast Draw Federation. The purpose of the Federation is to govern and preserve the sport of speed shooting.
B. GOAL:
The goal is to provide a safe and competitive sport, retain the Western Tradition and to maintain the "Spirit of the Game."
C. BOARD OF DIRECTORS:
The Board of Directors shall consist of three. The Board may from time to time at their discretion appoint a member in an advisory position. This position will be a non-voting position.
1. The Board shall meet when it is deemed necessary.
2. A quorum shall be two/thirds of the Board. A Board meeting can be conducted either by phone, mail, e-mail or in person.
3. Any change to the rulebook or By - Laws will take effect upon commencement of the new shooting year, excluding any safety rules. Safety related rules would be implemented immediately upon the decision of the Board of Directors.
4. Any director can call a meeting.
5. One director will act as Chairman, one director as Treasurer and one director to act as Secretary. The Board will decide the director who acts as Chairman.
6. Board members shall remain in office as long as he/she is willing to hold the job. If a Board Member should leave the remaining Board Members shall pick a replacement for the member that is leaving. The replacement shall be from the general membership.
7. The Board shall sanction all tournaments.
D. MEMBERSHIP:
1. Professional membership dues shall be $100.00 per year. Semi-Professional membership dues shall be $50.00 per year.
2. Each member shall receive a membership card and rulebook. All members will have the option of purchasing a Professional Fast Draw Federation Jacket and also a Professional Fast Draw Federation Belt Buckle.
3. All members shall conduct themselves in a professional manner at all times.
4. To qualify as a member of the Professional Fast Draw Federation a prospective member must be capable of shooting an average 35/100 for Men's division and 45/100 for Women's division.
To qualify as a member of the Semi-Professional Division a shooter must shoot .351 to 1.000 for the men's division and .451 to 1.000 for the women's division. In the Men's Semi-Professional Division any shot faster than .351 will be loss of shot and in the Women's Semi-Professional Division any shot faster than .451 will result in loss of shot.
E. CONTESTANT REQUIREMENTS:
1. A contestant may enter each tournament only once.
2. A contestant must enter a contest prior to the first shot being fired. A contestant will be allowed to enter the contest after the first shot has been fired but must take the maximum score for the first event. Pre-registration is encouraged.
3. A $100.00 fine will be levied against any contestant for arguing with or abusing any official. If a contestant continues to argue with an official he will be barred from the competition. A second offense will result in a $200.00 fine while a third offense will result in a $300.00 fine and a six-month suspension from competition.
4. Western wear is mandatory at all contests. Participants are encouraged to wear clothing depicting the 1800's.
F. SAFETY RULES:
1. All shooters, line judges, and back-up must wear protective glasses.
2. Contestants shall not consume alcohol or drugs or be under the influence of any alcohol or drugs while competing at any time before or during any contest. Failure to comply will result in disqualification from tournament.
3. All guns must remain in the holster or gun box unless in the dry firing area except for making repairs or cleaning. Guns being worn while inter-reacting with the audience must have tie-downs and guns secured at all times.
4. No unsafe gun handling at any time.
5. No discharging of a gun except on the firing line.
6. No shooter shall turn or walk off the firing line with a gun in their hand.
7. A contestant shall not look down the gun barrel when on the firing line.
8. Gun must be loaded and unloaded on the firing line only.
9. Gun must be pointed down range at all times.
10. There shall be a backstop at all tournaments.
G. RECORDS:
1. No records will be kept for either the index qualification or the elimination events.
2. Shooters will be given a ranking number at the end of the first year of competition.
3. Rankings will be based on position of placement on each tournament attended.
H. GUN:
1. A single action revolver only may be used. It shall be .45 caliber only with a minimum barrel length of 4 5/8".
2. The trigger guard may be cut down but not through. The trigger shoe may not extend beyond the edge of the trigger guard on the side of use.
3. Cylinder slots may be deepened but not cut through. The cylinder must remain at standard length; it may not be shortened.
4. Hammer may not stick up or out more than ½" from center of top strap.
5. The hammer must hold on full and half - cock when reasonably jarred. It may also be set up for short stroke operation.
6. Sights are optional.
7. A new Model Ruger may be modified to work the same as the old Model Ruger with the same requirements as the old Model Rugers. All new Model Rugers must have a half - cock notch if the transfer bar has been removed.
I. HOLSTERS:
1. The holster must cover the entire barrel where it enters the frame and 50% of the cylinder when gun is in the holster and in a shooting stance.
2. It may not swivel or break open in any manner.
3. The holster shall not slant more than 45 degrees from a vertical plane while in a shooting stance.
4. There will be an angle gauge at all tournaments. If in the opinion of the angle judge a contestant is past the 45 degrees it will constitute an illegal shot. A warning will be given upon 1st offense. Resulting infractions will be loss of shot. Only one warning will be given per tournament.
5. It must be of Western style open at the top and bottom.
6. Holster must fit the gun, with liner. See Illustration.
7. Holster must have tie down strap. The bottom of the holster must be positioned against the leg. No spacers will be allowed. Spacers constitutes any block added to a factory manufactured approved holster positioned against the leg.
8. All holsters must be checked, approved and stamped upon acceptance of membership in the P.F.D.F.
9. Acceptable holsters are those that have met with the W.F.D.A. holster requirements as of July 1, 1999.
10. All holsters must be traditional style.
J. TARGETS:
1. Primary Target: A Wax target 24" round with a hole in the back of target to hold a 4" balloon. (See illustration) Target to be set at a fixed height of 36" to center of balloon. . The hole for the light will be a minimum of 3", 60 watt, 110 volt A. C. The bulb shall be shielded. Above, back and side sensors on wax target must be of same manufacturer.
2. Secondary Target: A Wax target 40" x 20" used with lithium grease will have a light in the center of target, 60 watt, 110 volt A/C. The hole for the light will be a minimum of 3". The bulb shall be shielded. Above, back and side sensors on wax target must be of same manufacturer.
3. Target to be used will be advertised 60 days prior to contest.
K. AMMUNITION:
1. Only two loads will be acceptable for competition.
a. Wax loads may consist of one .45 caliber shell, pistol primer, 6 grains of 4F Black powder, a wad to hold powder to the back of shell and a wax bullet sanctioned by the P.F.D.F.
b. Wax loads may consist of one .45 caliber shell, shotgun primer, with 4 grains of 4F Black powder (may be revised when load is chronographed), with a wad to hold powder to the back of shell with a wax bullet sanctioned by the P.F.D.F. No other bullets will be allowed.
c. Sanctioned wax for use by the P.F.D.F. is C & R Wax and Red Jets.
2. Contestant may load the ammunition used in each tournament. The load will be chronographed for F. P. S. at all contests. The maximum load is 800 FPS. While it is understood that there may be some inconsistencies with loads due to different powders, the Directors will have the final say if a load is judged illegal.
3. The ammunition may be used in all forms of competition.
4. Ammunition may be checked at anytime during a tournament to ensure consistency is maintained with all loads. Loads judged illegal in a tournament will result in immediate disqualification. The object is to maintain "The Spirit of the Game."
L. EVENTS
1. 24" target to be shot at 10'. Index qualification events will be 5 shots, 6 events
2. 20" X 40" target to be shot at 12'. Index qualification events will be 5 shots, 6 events.
M. GENERAL:
1. Contestants may not come in contact with the gun, holster, or belt until start light is on nor shall either hand come in contact with the other.
2. Contact with gun or holster will result in one warning. A second contact will result in loss of shot. Only one warning will be given for each tournament.
3. Hand Judge or Line Judge shall have sole authority.
4. Any attempt to draw and fire on a light whether it is a quick or slow light will be considered a legal draw. The line official's decision is final.
5. Any draw before the light comes on is loss of shot
6. A contestant may call off a shot before the light comes on. A contestant will be allowed to call of a shot a maximum of two (2) times per contest. Any succeeding call off will result in loss of shot.
7. The "shooter commands" will be given by the clock operator when both shooters are ready. The command will be "Shooters On the Line, Shooters Set".
8. There will be only one back - up for each shooter. Back - up must stand behind the hand judge prior to the "ready command" being given.
9. The gun and the holster must be behind the line.
10. There must be obvious daylight between the gun and the hand for judging hand distance.
11. The gun may lie at a maximum of a ten-degree slant either right or left in a holster. The gun must be drawn up to a vertical position. Other than this stipulation no inside or outside twists will be allowed during the draw.
12. There will only be one type of target selected for each tournament. No multiple target tournaments will be shot.
N. PROTESTS:
1. All protests must be made at the time the violation occurs and must be done before the contestant fires the next shot.
2. A shooter that makes an off the line protest, must do so prior to the next shot, he will be required to put up a $50.00 fee. If the protest committee up-holds the protest, the fee will be returned to the shooter. If the protest is not upheld the $50.00 fee will go to the P.F.D.F. treasury.
3. A protest committee will consist of the directors of the P.F.D.F. If all three directors are not at the tournament an appointed adviser will substitute. Should no adviser be available, a contestant will be appointed to the committee.
O. SCORING
1. Index qualification scoring are those in which each shot is recorded and all recorded scores are totaled to determine placing.
a. Penalty for missed shots will be 35/100th of a second for the Men's Division and 45/100th of a second for the Women's Division for the Professional Division. For the Semi-Professional division the penalty will by 1.000 for both the Men's and Women's Divisions.
b. All scores shall be recorded in thousandths of a second.
c. Recorded scores will be totaled, then immediately re-totaled by a different scorekeeper.
d. There will be only Professional and Semi-Professional ranking..
e. If the timing equipment malfunctions and the target is hit, the contestant may either: take an average or take the shot over (Index events only).. Averages will be based on an average of all clean hits in the event.
f. More than one shot per draw is not allowed. Penalty loss shot. g. Ties in standings will be broken by the fastest shot fired in the qualification event.
h. Elimination scoring will be based on fastest shot.
2. Elimination scoring will be based on each competitor receiving the signal light at the same time, the fastest hit winning.
a. A round winner will be determined by the best three (3) out of five (5) shots.
b. All elimination shall be one shot per draw.
c. Pairing of contestants will be determined by the final placement of the qualifying (Index) portion of the contest.
d. Two X progressive elimination will be use to determine final standings in contest.
(Progressive Elimination shall be conducted as follows: Depending on the number of places in the contest, the finalists after the Index portion of the contest shall shoot off against each other to determine the final placings. This shall be done as follows (using 15 as an example);
Shooter in 15th place and 14th place will shoot for the best 3 out of 5. (For this example I will say 15th wins this round. (14th has 1X)
Shooter in 15th place will shoot against 13th place, 13th place wins. (15th place now has 1X).
Shooter in 14th place now shoots against 15th place. 15th place wins. This is 14th's second X so in the final contest they will place 15th overall.
Shooter in 13th place now shoots against 12th. 12th wins. (13th first X)
Shooter in 13th now shoots against 15th. Shooter 15 wins.. (13th second X) He places 14th.
Shooter 12th and 15th shoot off. Shooter in 15th place wins. (Shooter in 12th now has one X)
Shooter 15th will shoot against Shooter in 11th place. Shooter in 11th place wins. Shooter in 15th place now has two X's and he take 13th place.
Shooters in 12th and 11th places shoot off.
P. HOST RESPONSIBILITIES:
1. To run the contest by P.F.D.F. rules.
2. To use a site that is flat and relatively smooth.
3. Backstops are mandatory at all sanctioned contests with a minimum of 5/8" plywood.
4. Host shall go by all safety rules.
5. There shall be a dry fire area at all contests.
